Ibaan SK Summer Basketball League 2011 Overview

Project And Its Background

This is an Inter-Barangay Basketball League which commenced last March 20 and is projected to end by May 8, 2011.

Technical Rules And Guidelines

Eligibility Rules
A. All players must be 21 years of age and below on or before March 20, 2011.

B. A player representing a Barangay will be allowed to play if he complies any of the following conditions:
1. he must be born in Ibaan, Batangas.
2. either his parents must be born or continuously residing in the barangay he is representing.
3. his spouse mst be born or continuously residing in the bararangay he is representing.
4. he must be a registered voter of the barangay.
5. he must be continuously residing in the barangay for at least one year by January 2011.

C. Players who are member of the professional/national team will not be allowed.

D. deadline for submission of team line-up and photo gallery is on March 9, 2011.

E. Copy/photocopy of birth certificate, marriage certificate of player (if married), marriage certificate of parents, voter's ID/affidavit and other documents to prove the player's eligibility to play shall be also submitted to and be validated by the Screening Committee.

F. A contested palyer regarding eligibility will have to submit to the Screening Committee original documents as maybe required when deemed necessary. Failure to submit required documents will not allow player to participate.

G. No protest shall be entertained in so far as eligibility is concerned after the tournament have started except when strong evidence is presented to the Technical Committee to support the alleged accusation.

H. Any protest on eligibility of a player must be submitted in writing, signed by the SK Chairman and noted by the Barangay Chairman, with the supporting documents to the Screening Committee. In the event that the player is found ineligible, all games played with ineligible players will be forfeited in favor of the opposing team.

Participation Fee


A. A participation entrance fee of P8,000.00 is required for all Barangay to field a team for the tournament.

B. Deadline for the participation entrance fee is on March 13, 2011.

Competition Ground Rules


A. Teams and Team Competition

1. The 28 participating teams/barangays shall be divided into three brackets and will be determined thru drawing of lots. The result of the drawing of lots are as follows:

2. A team will be composed of 15 players and 5 officials who include the head coach, assistant coach, manager, scorer/statistician and water/towel boy.

3. Only 15 team officials and supports will be allowed to enter the playing venue and will be provided with a gate pass.

4. Only the head coach listed in the official line up will be allowed to coach the team. In the absence of the head coach, the assistant coach can coach the team.

Tournament Formant


1. Teams in each bracket shall play a single round robin for the elimination.
2. Top 2 teams in each bracket shall enter the semi finals. Teams in the semi finals shall play for a single round robin.
3. Top 2 teams in the semifinals will play the championship games. Best of three games will be played.
4. Tank 3 and 4 will play knock out game for third place.

Resolution of Ties
1. In case of a tie between 2 teams, the winner over the other rule shall apply.
2. In case of 3 or more ties, the quotient system shall apply. Only the games among themselves shall be considered. It shall determined as follows: Quotient = points for / points against

Tournament Violations and Penalties
1. Any player who is thrown out of by the referee for unsportsmanlike conduct and with intention to hurt other players or officials shall be suspended for the succeeding game without prejudice of having penalties as the organizer may deemed decided.

2. Any player under the influence of liquor or drugs will not be allowed to play.

3. Any player who leaves the bench, enters the court and participate in a fight shall be suspended for next 2 games without prejudice of having penelaties as the organizer may deemed decide. A repetition of the same offense shall bar him from further participation for the rest of the tournament.

4. All games shall be palyed as scheduled. Fifteen minutes grace period shall be given to any team on scheduled time before declaring lost by default.

5. Any team who walks out or refuses to continue playing after 15 minutes grace period to resume the game shall be declared loser by forfeit and cannot play anymore for the whole duration of the tournament.

6. Team official exhibiting unsportsmanlike conduct shall be sanctioned accordingly.

7. Protest on any technicalities of the game.

a. The team captain shall inform the referee that the game is under protest after which the referee shall infor the table officials of the protest. The team captain must indicate in the score sheet that the game is "under protest" ad affix his signature.

b. An official protest must be submitted to the technical committee within 24 hours after the game.

Force Majeure

Thirty minutes (3) after a force majure has occured, the following rules will be applied:

1, If it occurred during the first half of the game, the game will be played from the start. The game will be rescheduled.

2. If it occurred during the third period onwards, all scores, fouls, team fouls, the time remaining, time outs will be carried over when the game is rescheduled and only the team members present in that particular game will be allowed to play.

3. If it occurred during the last two minutes of the game, the team with twenty points lead will automatically win the game.

Unforeseen Items


Any technical matter not mentioned in the technical rules and guidelines shall be decided by the technical committee and other maters by force majeure shall be decided in consultation with the proper authorities.

Injuries And Related Matters

The organizers of the league/tournament have no obligation and any other responsibility in case of any accident may occur on the player.

Source of Funds

A total of P208,000.00 is raised from the entrance fee where all 26 teams/barangays pay P8,000.00. Plus, the SK Chairmen will have to sacrifice/contribute 40% of their monthly salaray which total amount is P24,434.541. All in all, the league's fund amounts to P232,434.541.

Estimated Expenses

A total of 119 games are to be played in the league: elimination, 100 games; semi final round, 15 games; and championship round, 4 games. Each game costs P1,500.00. Thus, P184,450.00 is spent for referees and table officials.

For food expenses, 500 persons were alloted P75.00/pack of food for the whole tournament or P1,125.00 per night. This amounts to P37,500.00.

Medrano Plaza was rehabilitated for a total amount of P15,000.00 (P12,000.00 for paint and P3,000.00 for light bulbs and others).

Playing equipments include 4pcs basketball (P5,200.00), 4pcs BB net (P1,200.00) scoreboard, eraser, chalk (P400.00), and medicine kit (P200.00) for a total of P7,000.00.

The tournament acquired, gave and will give the following trophies, certificates and medals for P5,000.00

Opening Day
3 trophies for Best In Muse (1st - 3rd place)
3 trophies for Best In Uniform (1st - 3rd Place)
1 Certificate for Best In Muse

Championship Day
5 medals for Mythical Five
1 trophy for MVP
1 trophy for Most Cooperative Team
1 trophy for Champion Team
1 trophy for 1st Runner-up Team
4 trophies for 2nd - 4th Runner-up Teams

An estimated transportation cost is set at P5,000.00 for 33 playing days. Plus another P5,000.00 for miscellaneous expenses.

For sound system, P30,000.00 is alloted during the opening ceremony. Another P10,000.00 is set to be spent for the closing ceremony.

Based on the amount above mentioned, the league's total expenditures is P293,950.00 which is P61,515.459 higher than the raised fund at P232,434.541.
